2012「多元就業金旭獎」-計畫執行優良單位選拔活動實施計畫
壹、 依據
行政院勞工委員會職業訓練局2012「多元就業金旭獎」
優良單位選拔活動計畫辦理。
貳、 目的
一、 激勵計畫執行單位之士氣,提升其競爭力,
落實多元就業開發方案。
二、 建立標竿學習對象,促進優良單位成功經驗交流,
啟發其他單位仿效, 進而達到促進就業之目標。
三、 肯定「多元就業開發方案」進用人員,激勵其工作士氣,表彰其成果與績效,以期獲得社會更高認同與重視,進而提高工作績效,利於「多元就業開發方案」實施與推展。
參、 辦理單位
一、 指導單位:行政院勞工委員會職業訓練局
二、 主辦單位:行政院勞工委員會職業訓練局
北基宜花金馬區就業服務中心
三、 承辦單位:社團法人中華民國全國中小企業總會
肆、 任務分工
一、 主辦單位
(一) 擬定實施計畫與督導執行。
(二) 核定評選小組(內、外部委員預計15-20人)。
(三) 核定評選結果並提報職訓局公告「整體績效優良」(社會型及經濟型計畫各1名)、「最佳行銷推廣」(社會型及經濟型計畫各1名)及「最佳促進就業」(社會型及經濟型計畫各1名)、「最佳社會公益」(社會型計畫1名)、「最佳社會經濟發展」(經濟型計畫1名)、「最佳發展潛力」(不限計畫類型1名)與「最佳專案經(管)理人」(不限計畫類型1名)、「最佳表現進用人員」(不限計畫類型3名)等獎項名單及接受表揚。
二、 承辦單位
(一) 受理報名參選案件。
(二) 各參選單位資料整理及檢查應備文件。
(三) 按核定之評選委員名單敦聘委員。
(四) 辦理評選相關行政事宜。
(五) 併諮詢輔導計畫核銷活動經費。
(六) 其他有關選拔活動之協助事項。
伍、 辦理期程:自本計畫核定實施日至8月10日止。
陸、 參加機制
一、資格
(一)優良單位選拔:
101年度「多元就業開發方案」民間團體計畫執行
單位(含相對補助計畫執行單位)均可參與評選,
每單位以報名一項計畫為限。
(二) 最佳表現進用人員選拔:由101年度「多元就業開發方案」
民間團體計畫執行單位(含相對補助計畫執行單位)
遴薦計畫內工作表現良好進用人員至多2名參與評選。
(三)最佳專案經(管)理人員選拔:
由101年度「多元就業開發方案」民間
團體計畫執行單位(含相對補助計畫執行單位)
遴薦計畫內工作表現良好之專案經理人及專案管理人
(非計畫執行單位有(無)給職人員)。
二、方式:由計畫執行單位備妥應備文件自行報名,並於101年6月20日前
以掛號寄送(郵戳為憑) 社團法人中華民國全國中小企業總會-北基宜花金馬區多元專管中心(106臺北市羅斯福路2段95號6樓),逾期概不受理,亦不得補件。
三、限制
(一)優良單位選拔:
1.曾獲選為98年度「特優」計畫執行單位及
2010、2011「多元就業金旭獎」
整體及各單一獎項之得獎單位(「最佳發展潛力」獲獎單位除
外),不得以相同計畫(含續提計畫)
參與本(101)年度選拔活動。
2.參與角逐「最佳發展潛力」獎項,
以本(101)年度首次參與「多
元就業開發方案」計畫執行單位
(即過去未曾參與「多元就業開發方案」者)為限。
3.曾有重大考核異常者,不得參選。
(重大考核異常者之認定,依「多元就業開發方案」
民間團體作業手冊第六十三條之(二)規定辦理。
(二)最佳表現進用人員選拔:
1. 個人曾違反多元就業開發方案民間團體計畫作業手冊
「進用與工作規範」或曾有考核重大異常者,不予推薦。
2.參與角逐「最佳表現進用人員」獎項,
需為參與單一計畫進用累計
滿3個月以上者。
(三)最佳專案經(管)理人選拔:
1. 個人曾違反多元就業開發方案民間團體計畫作業手冊
「進用與工作規範」或曾有考核重大異常者,不予推薦。
2.參與角逐「最佳表現進用人員」獎項,
需為參與單一計畫進用累計滿3個月以上者。
四、參選應備文件
(一)優良單位選拔: .
1.報名表。
2.基本資料表(含單位簡介)。
3.核定通過之計畫書摘要。
4.核定通過之計畫書(完整版)。
5.成效自評表。
6.計畫執行成果報告影本。【註:以提供101年第1至2季為原則(為前一年度續提計畫執行單位者,得提供100年第4季及101年第1、2季計畫執行成果報告影本為佐證資料;如曾執行「多元就業開發方案」計畫或為續提計畫執行單位者,應檢具近1至2年成果執行績效相關佐證資料)】。
7.專款專用財務紀錄、計畫每月收支表【非經濟型計畫者免提供】,以及工作日誌或督導紀錄。
8.其他能呈現計畫成效之附件。
(二)優良進用人員選拔:
1.推薦表(含工作具體事蹟)。
2.個人工作評核表(含計畫執行單位評核)。
3.其他能呈現進用人員工作表現之附件。
柒、 辦理方式
一、 選拔委員編組及運作
(一) 遴聘原則:
1. 由職訓局指派之一席公部門代表與本中心成員(含各站站長)及邀請具備「多元就業開發方案」相關專業領域學者專家或具關聯性之企業界或民間團體人士及參與者(績優專案經(管)理人或進用人員) 15-20人編成(外部評審委員須達二分之一以上),負責評選作業。
2. 已參與及擔任諮詢輔導工作或計畫執行單位負責人及主要幹部不得列為聘任對象。
3. 外聘學者專家需達總人數三分之二,其出席會議比例需達總人數二分之一。
(二) 召開選拔委員共識會議,以使選拔委員瞭解本計畫評選項目及指標、選拔作業及相關選拔注意事項等,及建立共識與確保選拔標準一致性。
二、 選拔作業
(一) 初評作業:
1. 書面評審︰由評審委員依據各參選單位於報名時檢附之報名表及相關資料表件(含足以提供證明之相關附件)及主辦單位提供之「出缺勤及其他相關考核紀錄檢核表」,進行書面評選。
2. 簡報評審︰由各參選單位做10分鐘簡報說明,並回答評審委員所提問題。
3. 評審委員就書面及簡報審查所見綜合給分。
4. 召開初評會議,分別選出經濟型、社會型計畫各10個執行單位(得彈性增減)進入複評作業。
5. 最佳表現進用人員評選,僅做書面審查,並由評審委員就評審
指標內容,不限名額推薦進入複評作業。
(二) 複評作業:
1. 由評選委員4人編成評選分組(外部評審委員3人),赴各入圍計畫執行單位進行實地訪評,全部訪評結束後,召開決選會議。
2. 實地訪評時,除由參選單位再做「前次簡報疑義說明」與必要報告外,仍應再檢查各項實際工作資料與約談內部進用人員及外部顧客。
(三) 決選會議:
1. 依據複評成績評選經濟型單位總成績第一名者推薦為「整體績效優良」獎項,其餘「最佳行銷推廣」、「最佳促進就業」、「最佳社會經濟發展」等獎項,則以複評成績加各對應獎項成績之總和,分別重新排序,並推薦各單項第一名單位為各對應獎項。
2. 依據複評成績評選社會型單位總成績第一名者推薦為「整體績效優良」獎項,其餘「最佳行銷推廣」、「最佳促進就業」、「最佳社會公益」等獎項,則以複評成績加各對應獎項成績之總和,分別重新排序,並推薦各單項第一名單位為各對應獎項。
3. 「最佳發展潛力」獎項,不限計畫類型推薦首次執行「多元就業開發方案」總成績第一名單位獲獎。
4. 「最佳表現進用人員」獎項,以複評成績前3名推薦獲獎。
5. 「最佳專案經(管)理人」獎項,由評審委員依實地訪評所見優良事蹟所做之共識決議,推薦1名獲獎。
6. 各獎項評選成績如不足以成為學習典範,得從缺處理。
三、 評選指標及配分標準:
(一) 優良單位選拔:
1. 優良單位選拔活動係依據現行「多元就業開發方案」計畫類型,區分為「社會型」及「經濟型」評選指標,辦理分開評選作業。
2. 評選指標、配分標準 (如附件)
(1) 專案管理與支持(10%) 。
(2) 經營與行銷(20%)。
(3) 就業促進效益(35%)。
(4) 社會公益(社會經濟)發展成效(30%)。
(5) 特殊績效(5%)。
3. 選拔作業評分原則:
(1) 任一執行單位評選給分在90分(含)以上以及70分(含)以下者,應敘明具體理由。
(2) 評選結果相同時,處理方式如下:
u 「整體績效優良」獎項:
l 先檢視原始分數,經選拔委員討論後決議。
l 若原始分數相同,以評選指標「參、就業促進效益」進行比較,討論後決議。
l 若仍有異議者,由各選拔委員提出說明與討論,經出席委員過半數同意後決議。
u 「最佳發展潛力」獎項:
l 先檢視原始分數,經選拔委員討論後決議。
l 若原始分數相同,以評選指標「貳、經營與行銷」進行比較,討論後決議。
l 若仍有異議者,由各選拔委員提出說明與討論,經出席委員過半數同意後決議
u 「最佳行銷推廣」等單一獎項:
l 先檢視原始分數,經選拔委員討論後決議。
l 若原始分數相同,以依各獎項之主要評選指標進行比較,討論後決議(例如:「最佳行銷推廣」獎,以貳、「行銷推廣成效」評選指標分數進行比較)。
l 若仍有異議者,由各選拔委員提出說明與討論,經出席委員過半數同意後決議。
(二) 最佳表現進用人員選拔參考標準:
1. 參與計畫執行成效優異者。
2. 對工作內容,能主動積極規劃、革新創造,著有成效者。
3. 對計畫執行單位交付之重要工作,能克服困難,圓
滿達成任務者。
4. 熱心服務,不辭辛勞,能主動解決困難,有具體事蹟者。
5. 其他在工作、品德等方面有具體特殊事蹟,足為表率者。
(三) 最佳專案經(管)理人選拔參考標準:
1. 參與計畫執行績效優異者。
2. 對計畫執行方向具熟稔度、創新,著有成效者。
3. 與利害關係人的關係發展良好者。
4. 具體運用社會資源或其他有效扶植計畫營運,著有成效者。
5. 對計畫執行策略、遠景具分析及操作,
有具體事蹟或足為表率者。
四、 獎勵機制
(一)進入複評之執行單位均發獎狀或獎牌表揚。
(二)總成績第一名、各單項成績第一名、新計畫執行單位第一名及最佳表現進用人員前三名、最佳專案經(管)理人第一名之優良單位或個人由本中心推薦職訓局公告獲獎與接受表揚;受推薦單位於其他轄區亦有另項計畫執行,並獲推薦情形,應由該單位擇一計畫參與表揚,若選擇結果非本中心轄區計畫,則得另行依序推薦)。
捌、 本計畫所需經費由本中心101年度多元就業開發方案諮詢輔導計畫
項下支應。

Gusmang, The Ritz-Carlton, Sanya
While waiting for an interview with The Ritz-Carlton, Gusmang heard the motto, “We are Ladies and Gentlemen serving Ladies and Gentlemen” on a video, and knew instantly this was the company for him. He always dreamt of working for a luxury hotel and this was his chance. His intense focus along with hard work and humility made his dream come true as he was first hired as a Lobby Attendant. Throughout his early career, Gusmang stayed focused on doing his absolute best and helping his ladies and gentlemen do their best. Many of his interns returned to The Ritz-Carlton to work with Gusmang simply because they loved working with him.Gusmang’s talents resulted in an experience of a lifetime as he was promoted to Assistant Director of Housekeeping at The Ritz-Carlton, Grand Cayman. He focused on working with the many nationalities and differences on the team to help them see the importance of working together. Today, Gusmang is the Director of Housekeeping at The Ritz-Carlton, Sanya in China, and was instrumental in the successful opening of the hotel. He was so focused on doing a great job, prior to his arrival in Sanya, he learned the Chinese language to communicate with his employees more effectively and earn their respect. And that he did.

Cihan, The Ritz-Carlton, Powerscourt
Can you imagine your career taking you from the Middle East to the United States and then to Ireland in just a few years? That’s the global career story of Cihan, Executive Sous Chef at The Ritz-Carlton, Powerscourt, County Wicklow. As a chef, Cihan always wanted to develop his skills on an international level and The Ritz-Carlton has given him the opportunity to do just that.Cihan began his career with The Ritz-Carlton in Istanbul in 2001 as a Demi Chef de Partie in the fine dining restaurant. He progressed from there to the All Day Dining Restaurant, Cintemani as a Chef de Partie learning exceptional Turkish and Mediterranean culinary techniques. His global career journey then took him 6,000 miles around the world as he transferred to The Ritz-Carlton, Half Moon Bay as Sous Chef in the award-winning Navio Restaurant. There his culinary focus turned to Northern California coastal cuisine, particularly seafood. He was then promoted to Banquet Sous Chef for an even broader level of responsibility. Says Cihan, "Working in different countries is rewarding because adapting to different cultures and work environments pushes you out of your comfort zone and helps establish strong character both personally and professionally.”
In 2007, Cihan logged another 5,000 miles when he joined the pre-opening team at The Ritz-Carlton, Powerscourt as Banquet Chef soon after promoted to Executive Sous Chef. 11,000 career miles and three countries in eight years: a chef who's clearly empowered to go global.

Ron, The Ritz-Carlton, St. Thomas
In 1982, Ron found himself at a hotel front desk. Twenty-six years, and over a dozen positions later, he finds himself enjoying the beauty of the Caribbean with his wife Pam, as General Manager ofEarly on, Ron took the opportunity to grow by moving from the front desk to supervisor roles in both Rooms and Food and Beverage. He continued to develop his abilities through manager roles at over seven different locations from New York to Florida testing his abilities with numerous challenges. This included working during the Summer Olympics in Atlanta, Georgia where Ron was named the Rooms Manager of the Year.
His success led to his promotion as Regional Director of Procurement, serving both Marriott and

Mohamed, The Ritz-Carlton, Boston Common
A native of Sierra Leone in West Africa, Mohamed worked for a newspaper organization in his home country. But in 2001 a civil war forced Mohamed to leave his country for a safer place to live. Less than a year later he found both safety and respect at The Ritz-Carlton, Boston Common. Mohamed was selected to be a Houseman in the Housekeeping Department, and his talents surfaced immediately. While incredibly dedicated to his own responsibilities, he excelled in one of Ritz-Carlton’s core values: lateral service. He was always seen assisting other ladies and gentlemen across departments and he earned the respect of the entire hotel. Less than two years after he joined The Ritz-Carlton, Mohamed was named Five Star Employee of the Year.With the respect and encouragement of his leaders, Mohamed applied for a Bellman position in the Guest Services department. His dedication to excellence, one of the reasons he was selected, is evident each and every day. In the middle of the lobby, he is a welcoming presence and has a smile on his face for everyone, especially as he presents small toys to our smallest guests. In 2008, Mohamed met a guest from his home country, Sierra Leone. This guest stayed at the hotel for many months, and was so happy to see Mohamed each day, as it made his stay incredibly comfortable. So it was no surprise when later that year, Mohamed was again presented with the Five Star Employee of the Year Award.

Ajith, The Ritz-Carlton, Dubai
When you have talent and ambition, you can do anything. That’s Ajith. Ask his managers where you will likely find Ajith on a workday and they will respond simply: “everywhere.” Whether building a new fence or renovating the Employee Dining Room, Ajith’s talents are an asset to every project he tackles. As the Maintenance Supervisor at The Ritz-Carlton, Dubai, Ajith spends his days solving problems and finding solutions. He may be putting up a two-story Ramadan tent, completing a renovation or refinishing furniture. Regardless, he sees every problem to be a challenge and he takes the initiative to find the best solution quickly.Ajith started with The Ritz-Carlton, Dubai in March, 2000 and has grown from Painter to Senior Carpenter to Maintenance Supervisor. A true gentleman, Corinna, Dubai’s Human Resources Director praises his willingness to share his talents: “no request is too much for Ajith. He enjoys the challenge and is always willing to provide lateral service and teamwork without question.” It’s no wonder that his talents were commended for “Employee of the Year” at the Middle East Hotelier Awards.

When a company empowers its employees to create unique, memorable and personal experiences for guests, trust is essential. Ayako, the Assistant Rooms Manager at The Ritz-Carlton, Osaka has clearly earned the trust of her peers—nominated five times and selected three times as Five Star Employee of the Quarter.When Ayako first joined The Ritz-Carlton as Housekeeping Coordinator, she did not have any hospitality experience. But with hard work and passion, she earned the trust of her team and was promoted to Supervisor. She soon became Assistant Manager of Housekeeping and took the opportunity to learn many front office responsibilities as well. She earned so much trust from her leaders that she became the first female Night Manager in The Ritz-Carlton, Osaka. She took the opportunity to transfer to

Such is the story of Sebastian, an Assistant Manager at Sharq Village and Spa, a Ritz-Carlton hotel in Doha, Qatar. Sebastian’s career began several hundred miles away from Doha at The Ritz-Carlton, Dubai. Sebastian took a position as an In-Room Dining Server, and through The Ritz-Carlton’s lateral service opportunities and cross-training programs, gained experience in numerous departments. He became a bartender several months later, committed to learning everything he could. After three years of non-stop learning, Sebastian decided to leave The Ritz-Carlton.But he wasn’t gone for long. “Coming back to The Ritz-Carlton was like coming back home,” says Sebastian. He returned to The Ritz-Carlton, Doha and was quickly promoted to Head Bartender developing his leadership skills by becoming the trainer for his department and designing promotions for the Habaños Cigar Bar. He was also eager to share his knowledge and to support others' growth by lending assistance during a Formula One Grand Prix Event, at The Ritz- Carlton, Bahrain and joining the pre-opening team at Sharq Village & Spa. Today, as an Assistant Manager, Sebastian knows he still has more to learn: “The journey continues,” he says with a smile.

Jenny, The Ritz-Carlton, Wolfsburg
Imagine having someone on your team that is both passionate and professional. The Ritz-Carlton, Wolfsburg has Jenny, a Catering and Conference Services Coordinator. Managing inquiries from hundreds of potential groups and guests requires exceptional enthusiasm. And Jenny has it. She started with The Ritz-Carlton, Wolfsburg in Germany in 2006 as a Server Agent. During the months that followed, she earned the respect of the team for her positive thinking and her great attitude. When an opportunity arose in Sales and Marketing in 2007, Jenny applied for the cross-training role and quickly became an important part of the team supporting key account Volkswagen.Within months, her enthusiasm helped to strengthen relationships with some of the most valuable customers and she was promoted to a Catering and Conference Services Coordinator shortly thereafter. The Human Resources team received so many accolades for Jenny, that she was named Five-Star Employee of the quarter. Within her short time at the hotel, she has demonstrated that both enthusiasm and creativity can drive success.

The Ritz-Carlton Jakarta, Pacific Place is situated in the bustling capitol of Indonesia. Like many big cities in developing countries, Jakarta suffers from many challenges. A sharp rise in population has forced some disadvantaged children to give up school and spend time helping their families earn income to make ends meet. As part of strengthening the relationship with the community, the ladies and gentlemen of The Ritz-Carlton Jakarta, Pacific Place decided to create a program to help some of these children create an opportunity for a strong future.Zulkarnaen, an In-Room Dining Supervisor, partnered with Laksmi, the Director of Human Resources, to begin a 6-month intensive training program for those with both the enthusiasm to learn and willingness to focus on the future. Five interns were selected from Jakarta to participate in the program creating a prospect for education these young ladies and gentlemen would otherwise never have had. For Eko, Angga, Wendy, Rahmat and Tuty, Jakarta’s interns, it was the opportunity of a lifetime.
Each was assigned a mentor from the hotel’s leadership team to provide weekly guidance and upon completion of the training period, those who had performed the best received the opportunity to work full-time. Eko, Angga, Wendy, Rahmat and Tuty were all so enthusiastic and passionate, they all received positions. Now they look forward to helping future interns seize the next opportunity.

Anja, Penha Longa Hotel, Spa and Golf Resort
In Food and Beverage, it’s extremely important to be service oriented — from the service ethic required to manage a large banquet, the focus needed to deliver in-room dining at the peak dinner hours or the attention to detail essential to directing a large restaurant. Perhaps that’s why Anja has been so successful in her career. Now the Assistant Director of Food and Beverage at the Penha Longa Hotel, Spa and Golf Resort in Portugal, a Ritz-Carlton Hotel, Anja’s commitment to service has taken her around the world.Recognized for her service, Anja was selected to assist with hotel openings in Miami, Florida, Ireland and Tenerife, Spain. She also spent several weeks in Asia crosstraining in other areas of the hotel. “It is very encouraging to [work with] someone who so clearly reflects Ritz-Carlton service values,” says Xavi, Anja’s manager and the Director of Food and Beverage in Penha Longa.
Anja’s many opportunities to develop her passion for service have strengthened her skills as a leader. She has received many letters of commendations from guests who appreciate her legendary service and leadership. And her fellow ladies and gentlemen believe in her service ethic too. Michael, The Ritz-Carlton, Palm Beach
With dedication comes success. And no one knows that better than Michael from The Ritz-Carlton, Palm Beach. In his 18 years at the property in southeastern Florida, Michael’s dedication has transformed his career, and his life. When Michael came to apply for a job in 1991, he spoke little English and had never worked in the hospitality field before. But he demonstrated his passion and dedication and was hired as an Employee Shuttle Driver. With the opportunities offered by The Ritz-Carlton, Michael was able to transfer to In-Room Dining as a Server Attendant promoted shortly thereafter to In-Room Dining Server.But Michael didn’t stop there. While maintaining several jobs, Michael took English classes, dedicated to becoming a high-performing hospitality manager. And only a few years after he first came to apply at The Ritz-Carlton Palm Beach, Michael became the In-Room Dining Manager. His dedication to learning and growth only grew from there. He worked in all of the Food and Beverage outlets on property, managing several of them. Proud of his success, Michael could have stopped there. Instead, he was promoted to Meeting and Special Events Manager and then to Director of Meetings and Special Events winning numerous awards along the way. Michael arrived at The Ritz-Carlton, Palm Beach many years ago, seeking an opportunity. Through dedication, he accomplished much more.

Luis, The Ritz-Carlton, Laguna Niguel
Growing up in Columbia, Luis dreamt of one day exploring the world. Although he only spoke very little English, after high school decided to travel to the United States and start a new life. He settled in Wisconsin working as a janitor in a ski resort. Soon Luis moved to join family members in Pennsylvania. When looking for a job, he came upon The Ritz-Carlton, Philadelphia. He was hired a Dishwasher, but had grand aspirations. He moved from stewarding, to In-Room Dining and a year later, was named Five Star Employee of the Year. Shortly thereafter another promotion followed as a Server Attendant position in the fine dining restaurant.The self-proclaimed “King of Lateral Service” loved assisting his peers. And in five years from the moment he found The Ritz-Carlton, Luis was promoted to Food and Beverage Manager. His aspirations had come true. Five years before Luis could barely speak English, and now he was a manager. His career only blossomed from there, and now Luis is the Director of Restaurants for The Ritz-Carlton, Laguna Niguel.
“Working for this company is really about the people you encounter on a daily basis. It is the people that you inspire everyday to learn more, do more, and become more,” says Luis.
