2024 07 09 左永安 顧問/講師/委員 2023 年 11 月 30 日至 12 月 12 日由阿拉伯聯合大公國舉辦 第 28 次締約方大會(COP28)，同時召開《京都議定書》第 18 次 締約方會（Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol, CMP18)，及《巴黎協定》第 5 次締約 方會議《Conference of the Parties serving as the meeting of the Parties to the Paris Agreement, CMA5》。

2023 年 11 月 30 日至 12 月 12 日由阿拉伯聯合大公國舉辦

第 28 次締約方大會(COP28)，

 同時召開

《京都議定書》第 18 次 締約方會

（Conference of the Parties serving as the meeting of

    the Parties to the Kyoto Protocol, CMP18)，

及

《巴黎協定》第 5 次締約 方會議

《Conference of the Parties serving as the meeting of

 the Parties to the Paris Agreement, CMA5》。

會議主軸在減緩、調適、資金、損失與損害等四大面向，

其 優先議題分別為：

減緩方面減緩(mitigation)

為提升 2030 年再生能源發電、減少 甲烷排放，並擴展氫能以加速脫碳；

調適方面調適(adaptation)

為保護雨林、投 資以自然為基礎的解決方案等；

COP28 就全球調適目標（Global Goal on Adaptation, GGA）及 其框架達成一致協議，首次為調適過程提供未來方向，而非如以 往根據過去的努力進行衡量的做法。

資金方面

為提高調適基金等； 

損失與損害方面 啟動損失與損害基金(Loss and damage fund)

為推動國際合作  啟動  損失與損害 基金等。
