為協助事業單位、訓練機構及勞工團體邁入系統化訓練流程，建立自主提升訓練品質之機制，勞委會職業訓練局自96年起正式推動訓練品質評核系統 (Taiwan TrainQuali System，簡稱TTQS），透過建立標準化的辦訓系統，促進訓練計畫規劃與執行，使組織及個人職涯發展目標緊密結合，提升組織績效，並增進勞工就業能力。　　

職訓局表示，各事業單位、訓練機構及勞工團體藉著推動訓練品質評核系統，依PDDRO評量流程循環，建立一套完整且系統化的策略性訓練體系，除了提升單位辦訓能力以確保訓練績效外，亦可促進員工之個人訓練發展並連結組織之經營策略發展，並提升人力培訓體系之運作效能，加速與國際接軌，提升競爭力。

101年度訓練品質評核系統實施計畫將委由5分區服務中心 (依序為北區、桃竹苗區、中彰投區、雲嘉南區、高屏區)承辦，即日起，開始接受申請下列評核、輔導服務，以及TTQS教育訓練課程等申請。

看中具兩岸特色的金融業務商機，美國運通公司擴大對台投資

將在台信用卡公司資本額從5億元一舉提高到22億元，美國運通擴大投資行動

可能在國內點燃頂級卡市場戰火

美國運通公司日前獲經濟部、金管會同意核准匯入17.6億元，

將實收資本額擴大到22億元，成為國內開放專營信用卡機構設立以來

資本額最大的專營信用卡公司，美國運通的行動已在國內信用卡市場

引起熱烈討論

金管會官員表示，美國運通公司在台信用卡業務，主要是發卡及收單業務，

美國運通本身也是一個信用卡品牌，跟VISA 、MASTER一樣。

美國運通在台公司的發卡量並不大，但

收單業務量相當大

跟中信銀、聯卡中心並列前三大收單機構。

最近行政院積極推動具兩岸特色金融業務，其中包括建立網路金流平台

協助國內店家爭取大陸商機，衍生龐大的收單業務

這是吸引美國運通擴大在台投資的誘因之一

國內也有不少信用卡機構積極爭取這類網路交易的收單業務

除搶占兩岸金融業務衍生的信用卡業務商機外

美國運通公司擴大來台投資，也可能在台掀起新一波頂級卡戰爭

近幾年來頂級卡已成為各銀行兵家必爭之地，

外商銀行信用卡部門主管表示，美國運通走的路線

跟一般信用卡公司走大眾市場不同，主要鎖定頂級客戶

這次大舉增資，同步牽動頂級卡市場。

金管會官員表示，目前信用卡業務的經營，除了銀行兼營外

也有專營的信用卡機構，設立資本額門檻為2億元

目前在台設立的專營信用卡機構有三家

包括美國運通、大來及永旺三家，其中大來及永旺的資本額分別是2億元及9億元

美國運通大動作增資行動，也引來主管機關的注意

金管會官員表示，美國運通提出申請的理由是

看好台灣市場，資金主要用於因應信用卡業務成長充實營運資金

以及健全資本結構

台灣美國運通公司則未進一步說明，僅表示這是一個增資計畫

已獲經濟部投資審議委員會核准

今天上午在參訪屏東縣麟洛果菜市場時表示

2011年第3季，勞工基本工資時薪和月薪都將調漲

王如玄表示，目前的勞工基本工資是新台幣1萬8780元

為了反映物價2011年第3季，基本工資將會調漲

時薪部分，希望從目前的新台幣103元，調漲到115元

月薪部分，目前是1萬8780元，會往上調漲

但到底調多少要在基本工資審議委員會裡討論

王如玄表示，時薪調漲目標到115元，是希望能協助年輕打工族和2度就業婦女。

屏東一些企業以最低基本薪資聘請員工，常發生僱不到員工的情形

王如玄表示，勞委會希望企業能用較高的薪水來聘僱國內的勞工

至少要能反映物價

國內勞工最低薪資和外勞一樣，是否要訂出外勞與本勞薪資脫勾政策

王如玄說，只要有訂定最低薪資的國家

都不太可能有脫勾政策，

香港和新加坡能做得到脫勾是因為沒有訂定最低薪資

但如果將他們的薪資和就業安定稅加起來，星港的聘僱外勞費用和台灣是差不多的

王如玄說，

如果制定脫勾政策，會被認為是虐待外勞的血汗國會遭到國際制裁
